Windows 8 runs WinRT applications inside a sandbox which is designed to protect the OS from rogue applications – no more rootkits is the hope, and a control over appliactions that can use parts of the system like the camera and GPS. I thought this article was a good start to understanding the app container model and it links to a blog post describing how the app container idea applies to IE. The Mozilla wiki also has a good explanation of the runtime broker here. There are already articles on getting around Microsoft’s controls to allow arbitrary code to run on your ARM based Surface.
